Provide leadership and tactical direction to a team of engineers who perform studies to assess system adequacy and operations of the transmission infrastructure coupled with defining the need, scope, size, location, priority, timing and justification of all system projects that expand, replace and/or reinforce transmission assets.  Oversee planning activities for regional analyses, interconnection planning, generation interconnection requests, transmission service requests, and Member support. Drive the recruitment and selection, training and development, performance management, and rewards and recognition to build a team that consistently meets customers’ needs.  Holds the team accountable for best practices with respect to system planning, while ensuring compliance with all applicable Federal, State and Cooperative standards, guidelines, policies and procedures. Ensures compliance with all applicable regulatory standards (FERC, NERC, SERC) as they apply to transmission planning.  Ensure effective cross-functional coordination to meet all applicable regulatory standards. Location: Tampa, FL

 

Responsibilities

  • Manages a highly-technical engineering team that performs technical work activities associated with assessing the long term system adequacy, reliability, and operations of the transmission infrastructure; and driving transmission reliability improvements
  • Provides a safe and productive work environment for team members consistent with corporate culture and in  support of core values, core competencies and organizational goals.
  • Manages transmission system planning analyses and studies in addition to assessments of system impacts for generation interconnections and transmission service requests
  • Directs inter-utility participation in regional transmission planning and leads the assessment and evaluations of other transmission service providers’ analyses, studies, recommendations, expansion plans and agreements
  • Participates in the development of a multi-year capital program by identifying, justifying and recommending cost-effective capital projects that expands, replaces and/or reinforces the transmission infrastructure, including transmission lines and substations
  • Drives the interpretation of applicable NERC Operation and Planning Reliability Standards and ensures adherence to all transmission planning and system protection requirements, measures and evidence retention
  • Leads the development and implementation of processes, workflows, standards, and equipment specifications associated with planning activities
  • Plans, directs and manages the work deliverables of departmental personnel to maximize performance and individual development; and to ensure effective teamwork and employee collaboration in the fulfillment of departmental and Cooperative goals and objectives
  • Represents the Cooperative internally and externally on matters relating to system planning
  • Establishes assessment systems and monitors work activities to ensure compliance with applicable standards, policies, procedures and guidelines in addition to alignment with budget, schedule and quality expectations
  • May provide presentations and/or testimonies on the Cooperatives’ behalf to regulatory agencies
  • Maintains effective working relationships with all stakeholders including employees at all levels within the Cooperative
  • Supports the execution of corporate and divisional vision, strategic initiatives and objectives
  • Provides technical support to Directors and Executive management as requested and prepares and/or delivers periodic presentations to Cooperative’s Executive Team and the Board of Trustees

Qualifications

  • Bachelor’s Degree in Engineering, required; an advanced degree and Professional Engineer’s License (PE) desired
  • 10+ years of progressive experience in electric utility environment including at least six (6) years of direct experience in transmission planning; and at least three (3) years of experience providing management and leadership oversight to a team of engineers. 
  • Working knowledge of NERC Operations and Planning Standards and mandatory compliance activities. 
  • Strong negotiation skills and working experience in negotiating complex and detailed contracts and/or agreements. 
  • Demonstrated ability to engage effectively with all levels within and outside of the organization including Distribution Cooperative Members, consultants, regulatory agencies, industry groups and other electric utilities. 
  • Proven track record of providing leadership to meet established goals, and foster an environment of safety, continuous improvement and professional development. 
  • Working knowledge with cost-benefit analysis, cost estimation, and capital budgets.
