Oversee and direct planning and development of the off-shore siting & permitting programs for major competitive projects, ensuring siting and permitting phases of approved projects are completed efficiently and within scope, on schedule and within budget. Leads the process for securing approval for permits and licenses, budgets, initial engineering design to support siting and other resources. Interfaces with Engineering, Construction and Operations for successful project execution. May serve as an expert witness in regulatory proceedings. This position uses formal processes and tools to manage project resources in order to ensure on-time completion and compliance in accordance with approved specifications, schedules and budget. Apprise management of project status, and recommends modifications to resources, schedule and budget as necessary.

 

Responsibilities:
• Overall responsibility to complete strategic, critical and complex off-shore siting & permitting of projects on schedule and within budget and scope
• Directs the project planning process with third party partners for competitive projects in New York or New England
• Coordinates regulatory approvals and interface with federal and state regulators and local elected officials and town department managers
• Interfaces with External Relations and Community Relations for project outreach activities
• Negotiates and oversees the preparation and execution of host community agreements
• Coordinates the generator interconnection process with host utilities and ISO-NE / NYISO
• Coordinates land acquisition transactions, easements and property rights
• Coordinates the appropriate due diligence assessments (environmental, routing, site selection, geotechnical, electrical design, etc.) and arranges the necessary permitting / zoning approvals needed to support construction
• Leads and integrates siting & permitting studies analyses and planning in support of bid preparation
• Monitors project progress, advises management and recommends schedule changes, cost and resource adjustments as required
• Ensures compliance of all siting & permitting work conducted in a manner consistent with the Company’s safety and environmental policies and programs
• Ensures that improvements in systems, processes and procedures are identified and implemented

 

Qualifications:
• Bachelor’s Degree in Engineering, Business or related, required; MBA or MS Engineering preferred
• 12+ years’ experience directing groups engaged in energy infrastructure siting and permitting and project management and demonstrated success developing, integrating and completing major projects
• Extensive knowledge in theoretical and practical application of project management techniques and tools including project management software
• Knowledge of federal, state and local permitting and licensing of energy infrastructure preferred. Also requires excellent written and oral communication skills
• General knowledge of design and construction of electrical energy infrastructure
• Must be available to work emergency storm assignment as required
• Work is performed primarily in an office environment; ability to work on or at construction sites may be required (ability to traverse overland/undeveloped areas)
• Manages multiple projects in multiple locations at one time
• This will require visiting multiple locations on a frequent basis
• Attends to work commitments in off-hours and for extended periods, if necessary
